You don't understand it in this case, I'll explain.
The fans of Utrecht have to need a special awaycard. This is a registration with a photo and additional information. So FC Utrecht and the government can follow the fans and can judge the risk it will bring with a away game.
There are a couple of thousand fans who have a awaycard but there are even more who haven't a awaycard. This large group can't get tickets for the away/guestsection.
So I think it's logic to ask how you can get tickets for the homesections.
Holland is not so free a you think it's a police state.
